Where can I find the conf.file

I try to install a node with this tutorial: https://docs.wavesplatform.com/en/waves-full-node/how-to-install-a-node/on-windows.html

1.) Do I have to install JRE8 or can I use JRE10?

2.) Where can I get the required configuration file for waves.jar? I get waves. jar here https://github.com/wavesplatform/Waves/releases but there is no link for the conf file.

On a russian speaker forum there is a so called “1-click” Waves node for Windows.
